This report is dedicated to memory of Hobart Jackson and Samuel J. Simmons.
NCBA was founded in 1970 by the late Hobart C. Jackson, Jr. (1916-1978). His dedication to African American seniors and desire to make a difference laid the cornerstone and began the dialogue for change as it pertained to the programs and services that benefit low-income Older African Americans.
